Senior Quantity Surveyor / Cost Control Engineer
Mission
Act as the Owner’s SPOC for the full weekly timesheet review cycle in line with the EPCM Contract and Timesheet Guideline.
Apply objective criteria to identify Disallowed Hours, ensuring alignment with approved organisation charts, deliverable lists, activity lists, resource?loaded schedules and overtime authorisations.
Coordinate joint reviews with Work Package Owners and manage the clarification and escalation workflow, including formal observations and resolution meetings.
Maintain and track the project cost baseline, comparing actuals to approved budgets for all indirect work and services.
Implement and manage the project’s Earned Value Management System (EVMS) and prepare regular cost reports (CPI, SPI, EAC, variances).
Challenge and validate the EPCM Contractor’s progress measurement methods, including % complete and milestone-based progress.
Ensure invoices, remuneration claims and supporting documentation from the ORD fully comply with EPCM contractual requirements.
Review and approve organisation charts, deliverable registers, activity lists and resource?loaded plans prior to baselining.
Monitor overtime compliance and enforce the contractual 40?hour weekly limit.
Support audits, dispute management and contract-related escalations.
Produce clear, auditable records of all timesheet reviews and cost-control decisions.
Liaise with Project Director, Legal, Finance and Work Package Owners to provide accurate cost status and risk insights.
Contribute to continuous improvement of project controls processes, tools and governance frameworks.
Profile
Professional accreditation with RICS (MRICS/FRICS) or a recognised equivalent.
10+ years of post?qualification experience in quantity surveying, cost engineering, or project controls.
Minimum 5 years of experience on major capital projects (nuclear, oil & gas, infrastructure, or heavy industrial).
Demonstrated experience administering reimbursable / LOE?based EPCM contracts, including timesheet validation, disallowed cost determination, and invoice verification.
Strong working knowledge of Earned Value Management (PMBOK, DCMA-EA PAM 200.1) and proven application on large-scale projects.
Experience reviewing and challenging resource?loaded schedules, deliverable registers, and organisation charts in a contract governance context.
Proven ability to operate in multi?party project environments and manage contractual disputes diplomatically.
Experience in nuclear new build, reactor design, or isotope production facility projects.
Familiarity with Dutch contractual and regulatory frameworks (or relevant equivalents).
Proficiency in Primavera P6 or comparable project controls software.
Fluency in English (required); Dutch or Spanish is an advantage.
